Measured in euros, our most procured services are housing services, services provided at clients’ homes and medical services, but we also procure a wide range of different support services, goods, furniture and IT services.
Our procurements are prepared in cooperation between experts on the Division’s core activities and procurement specialists and in compliance with legislation governing public procurements and the City’s own procurement guidelines. The preparation of procurements and contract management are coordinated by the Division’s Procurement and Contract Services.
You can become a contract supplier for the Helsinki Social Services, Health Care and Rescue Services Division either by participating in procurement procedures or by applying to become a service voucher service provider.
Tendered procurements
We announce our procurements that exceed the national and EU threshold values on Hilma, the official service for notices on public procurement in Finland, in accordance with the Act on Public Procurement and Concession Contracts. You can access the call to tender documents of our public procurements on tarjouspalvelu.fi, through which we also ask service providers to submit all tenders and questions regarding calls to tender in accordance with the terms of each procurement.

Procurement calendar
The Helsinki Social Services, Health Care and Rescue Services Division’s planned procurements for the next year are listed in our procurement calendar. The information in the procurement calendar is based on estimated timetables available at the time of publication, which are subject to change. The information in the procurement calendar is preliminary and does not obligate the Division to carry out the procurements in question. Procurement notices concerning the actual tendering procedures are always published on Hilma (hankintailmoitukset.fi).

Service voucher
The service voucher is a payment commitment granted by a Helsinki Social Services, Health Care and Rescue Services Division professional that the client can use to purchase a service from an approved service provider of their choice. The service voucher is an alternative service provision method used alongside in-house services and purchased services.
